A program administered by the U.S. Department of Housing and Urban Development (HUD) that provides funds to states and local jurisdictions for to ensure allocates annual grants to larger cities and urban counties to develop viable communities by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons. Larger cities and urban counties, known as ‘entitlement communities’ receive funds directly from HUD, while smaller cities and counties, ‘non-entitlement communities’ receive funds from grants administered by the State Department of Housing and Community Development.
