Protect 157 Acres of Agricultural Lands in Napa From Future Development

Developers are trying to initiate the process that would allow development on 157 acres of agricultural-zoned lands along the Napa River—land that voters already chose to protect when they defeated American Canyon’s Measure J to not expand its Urban Limit Line in 2022.

The Local Agency Formation Commission (LAFCO) of Napa County is considering a proposal to expand the City of American Canyon’s Sphere of Influence to include this piece of land, a growing trend among cities around the Bay to bypass the regular process for rezoning unincorporated land through annexation. If approved by LACFO, this decision would pave the way for future annexation and development—without the proper environmental review or public consultation. The item will be discussed at a meeting on Apr 7, 2025 (more Information will be available here.)

Why It Matters:

  • Voters in American Canyon already said NO to development here in 2022 when they defeated Measure J.
  • No environmental review or public process is required just to expand the sphere—but it opens the door to future annexation and development.
  • This land is part of a vital wetland ecosystem, home to endangered species, and a buffer against flooding and sea level rise. Over 80% of Bay Area wetlands have already been lost.
  • Development increases flood risk, worsens climate impacts, and destroys biodiversity.
